George is the former President and Chief Executive Officer of the Overseas Private Investment Corporation, a federal agency that managed private American capital investment throughout the world. He is also the former Chief Financial Officer of then United States and was an Assistant Secretary of the United States Treasury. George is a past president of the Chicago Board of Education. He has structured complex business deals and overseen negotiations involving hundreds of millions of dollars.

The firm was founded in 1985 when Craig D. Tobin left the Homicide Task Force of the Cook County Public Defender’s Office. He was joined in private practice by the late Honorable Robert J. Collins (1911-1997). Judge Collins presided as a felony court judge and also heard complex civil litigation for over 25 years. Judge Collins was a former first assistant United States attorney for the Northern District of Illinois and Assistant Corporation Counsel for the City of Chicago. He was called by bar associations and the Chicago Tribune “the standard by which all other judges are to be measured.”

Tobin & Muñoz was founded by name partner Craig Tobin after he left the elite Homicide Task Force at the Cook County Public Defender’s Office in the early 1980s. The firm grew with the additions of The Hon. Robert C. Collins – whom the Chicago Tribune called the ‘standard by which all other judges should be measured’ – and later by George Muñoz, former Assistant Secretary of the U.S. Treasury (Clinton Administration). In addition to his legal work, Mr. Muñoz is a member of the President’s Commission on White House Fellowships.
